Ah, well, he ate a Devil Fruit that gave him human characteristics. So if he transforms then he DOES have hands! That's how he can talk, too. But he does a lot of his work in his normal state, so I dunno. He's just really fucking skilled.

Does he still look like a reindeer when he transforms, or does it only go in between the two states?

He...still KIND of looks like a reindeer. A really huge giant reindeer with no antlers who can walk on two legs and has hands and feet...and a blue nose.
